The County of Summit Alcohol, Drug Addiction & Mental Health Services Board (ADM), as well as all of our counterparts across the state, was presented with an opportunity through our state department, Ohio Mental Health and Addiction Services (OhioMHAS) to bring important emergency resources into our community. OhioMHAS will be applying for the Crisis Counseling Assistance and Training Program (CCP), which is a federally funded supplemental program administrated by the U.S. Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA). 

Section 416 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. § 5183 authorizes FEMA to fund mental health assistance and training activities in areas that have been declared a major disaster by the President. The Center for Mental Health Services (CMHS), within the Substance Abuse and Mental Health Services Administration (SAMHSA), works with FEMA through an interagency agreement to provide technical assistance, consultation, grant administration, program oversight, and training for state mental health authorities, U.S. territories, and designated tribal authorities.  

The mission of the CCP is to assist individuals and communities in recovering from the effects of natural and human-caused disasters through the provision of community-based outreach and psycho-educational services. The CCP supports short-term interventions that involve assisting disaster survivors in understanding their current situation and reactions, mitigating stress, developing coping strategies, providing emotional support, and encouraging linkages with other individuals and agencies that help survivors in their recovery process. 

To provide a complete description of the federal program and applicable requirements we have included FEMA’s Crisis Counseling Assistance and Training Program Guidance (CCP Application Toolkit, Version 5.0, July 2016) herein after referred to as “CCP Guidance”. Please review this document to obtain an understanding of Subrecipient requirements. 

You will also find feedback we have gotten from OhioMHAS based on questions that have been posed about this funding. Unfortunately, this is the extent of information we have received about this opportunity, although we are continuously gathering information as it becomes available. We are requesting that you review this information and determine if your agency activities in response to COVID-19 are eligible for funding/reimbursement. 

If you would like to be included in the local request for funding you will need to submit the below information by 5:00pm Thursday, May 7, 2020. We apologize for the short notice, but we are under deadline from OhioMHAS to submit information to them by Friday, May 8, 2020. Regardless of the timeline, we did not want to forego this opportunity for our community, and we wanted to get as much clarity as possible. Unfortunately, there are still many outstanding questions.
